شہدا کا خون ، وظیفہ اور ٹیکس اسلامی ریاست کا دفاع اور اس کی سرحدوں کی حفاظت فرضِ کفایہ ہے، یعنی اگر امت میں سے اتنی تعداد میں لوگ اس دفاعی عمل میں حصہ لیں جس سے دفاع کرنا ممکن ہوسکے تو اس سے یہ فرض ساری امت کی جانب سے ادا ہوجاتا ہے، لیکن اگر دفاع میں حصہ لینے والوں کی تعداد مطلوبہ تعداد سے کم ہو تو ساری امت ترکِ جہاد کے گناہ کا ارتکاب کرتی ہے۔ امام ابن قدامہ الحنبلیؒ  فقہ اسلامی کی جامع ترین کتاب المغنی میں فرماتے ہیں: ( وَالْجِهَادُ فَرْضٌ عَلَى الْكِفَايَةِ، إذَا قَامَ بِهِ قَوْمٌ، سَقَطَ عَنْ الْبَاقِينَ) مَعْنَى فَرْضِ الْكِفَايَةِ، الَّذِي إنْ لَمْ يَقُمْ بِهِ مَنْ يَكْفِي، أَثِمَ النَّاسُ كُلُّهُمْ، وَإِنْ قَامَ بِهِ مَنْ يَكْفِي، سَقَطَ عَنْ سَائِرِ النَّاسِ . The word Tawḥīd is derived from the Arabic root waḥḥada (وَحَّدَ), which means "to make one" or "to affirm oneness."
